Consulting firms sell judgment and leave implementation to the client. Agencies sell implementation without a defensible diagnosis underneath it. Both arrangements are stable, and both produce a predictable failure.

A strategy with nothing to run it becomes a document. It is read, agreed with, and gradually disproved by the absence of anything happening. Nobody is at fault, which is part of why it recurs.

An engine with no strategic reason to trust its output has the opposite problem. It works, the output is real, and because no one can say why this output rather than some other, it competes on price against the next vendor and loses.

How it is actually bought here

Consulting can be bought on its own. AI Systems currently cannot. It is bought inside Foundry or Watch rather than licensed separately, because it has not cleared the internal threshold that would let it be sold as a standalone product.

That threshold is written down: repeated instances at volume, a stable schema, and clients paying for it separately. Until it clears, saying so is more useful than invoicing for it.
